The Commander (COMM) is the rank after Emergency Response Team and is obtained through passing a session with the rank ERT or obtaining level 8. With this rank, you are allowed to be in the control room. With Permission from a DW (Deputy Warden), you can activate a Lockdown. You can also Command other low ranks to do their job.
